Since this original post the estimates for Harvey financial aid have risen significantly. Will it even be enough?

The cost of hurricane Harvey is now estimated at  about $190 B so far.. (NBC news.)

Compare that with the cost of hurricane Katrina in 2005 which was $160 B.
Add in the yet unknown impact of hurricane Irma we are clearly looking at one of the most costly weather events of this generation

Republican leaders are already making plans to use the aid package, certain to be overwhelmingly popular, to win speedy approval of a contentious increase in the federal borrowing limit.
